CAIRNSCAIRNS (Cooperative Alert Information and Resource Notification System) is a demonstrator of technologies that can be used to construct an interoperable CIMS (Crisis Information Management System) architecture. CAIRNS implements EDXL (EDXL-DE, EDXL-RM) and CAP, both internationally recognized XML-based emergency messaging standards.

CAIRNS was originally written at NICTA as one of the outcomes of the SAFE (Smart Applications for Emergencies) project at the NICTA Queensland Research Laboratory. CAIRNS is released as Open Source under the BSD license. See also: Towards a Framework for Crisis Information Management Systems (Iannella, Henricksen, Rinta-Koski, TIEMS 2007)
